Introduction
The language is English. For Norwegian students, the topic of health management is taught in Norwegian.
This common course is developed for all the bachelor’s degree programmes taught at the Faculty of Health Sciences that are covered by the National Curriculum Regulations for Norwegian Health and Welfare Education (RETHOS).
The course deals with public health and health management. In the Public Health Act, public health is defined as “the state and distribution of health in the population”. The course deals with the distribution of health challenges in the population based on risk factors related to health. Education, work and living conditions and international guidelines are elements affecting disease, illness, health and quality of life in the population at individual, group and societal level. Several of the international sustainability goals direct attention to countering public health risk factors.
Health management emphasis a fundamental understanding of how the health service is organised, relevant legislation, strategies and goals for preventive and health promoting work in Norway. For international students, the focus will be on the Nordic welfare model.

After completing the course, the student is expected to have achieved the following learning outcomes defined in terms of knowledge and skills:
Knowledge
The student
- can describe and explain factors that affect disease, health and quality of life in groups or the population as a whole
- can describe the epidemiological and demographical foundation for public health work
- can describe social inequality in relation to health, and is familiar with the national and global consequences of inequality
- can describe the purpose, organisation and coordination of health and social care services
- is familiar with relevant laws and regulations relating to the health and social care services
- can describe the relationship between work, education, social participation, inclusion and the experience of health
- can describe the goals for sustainable development and their significance for public health
Skills
The student can
- reflect on ethical challenges related to public health work that aims to change behaviours
- find, assess and refer to health promoting and preventive strategies, organisation and measures in light of the goals for sustainable development
- reflect on how and why the status of Sami as indigenous peoples affects the development of the health and social care services
Teaching and learning methods
The teaching and learning methods include digital textbooks and on-campus supervised seminars. The course is organized as flipped classroom. Digital textbooks will be made available to students in advance.
Course requirements
Undervisningsspråk er engelsk. For norske studenter undervises temaet helseforvaltning på norsk.
Fellesemnet er utarbeidet for alle bachelorutdanningene ved Fakultetet for helsevitenskap som inngår i Nasjonale retningslinjer for helse- og sosialfagutdanningene (RETHOS).
Emnet omfatter folkehelse og helseforvaltning. Folkehelse vektlegger hvordan helseutfordringer fordeler seg i befolkningen basert på årsakssammenhenger og risikofaktorer knyttet til helse, utdanning, arbeid og levekår, internasjonale føringer og forhold som påvirker sykdom, helse og livskvalitet i befolkningen på individ-, gruppe- og samfunnsnivå, inkludert bærekraftmålene. Helseforvaltning vektlegger en grunnleggende forståelse av helsetjenestens organisering, relevant lovgivning, strategier og mål for forebyggende og helsefremmende arbeid i Norge. For internasjonale studenter vil fokus være den nordiske velferdsmodellen.
Assessment
After completing the course, the student is expected to have achieved the following learning outcomes defined in terms of knowledge, skills and general competence:
Knowledge
The student
- has knowledge of the key concepts in drug calculations
- has knowledge of the role of drug calculations as part of drug administration and how this system is regulated by acts and regulations
Skills
The student
- masters drug calculations in that he/she is capable of: s
- using international standards and unitary systems in drug calculations
- calculating dosages, strengths or amounts
- calculating injection and infusion rate (dr/min and ml/hr)
- calculating timing of dosage distribution over a specified time interval, within a specified time period
- calculating ordinary doses in ml or drops per time unit (0.125 mg/ml or 0.15 ml/kg/min)
- calculating prescribed dosages in relation to body weight (in kg or body surface in m2)
- calculating the dilution of drugs in liquid form or the dilution of drugs added to solutions to be given as injections/infusions
- is capable of assessing and controlling their own and others' calculations
Permitted exam materials and equipment
The work and teaching methods in the course entail student-active work and teaching methods in addition to lectures.
Grading scale
The following required coursework must be approved before the student can take the exam:
- Passed qualifying arithmetic problems in the form of multiple choice questions by a set deadline before the exam.
The student has up to three attempts to have this requirement approved before the ordinary exam, and up to three further attempts before a resit/rescheduled exam.
If a student takes more than one academic year to take the exam after the required coursework is approved, the faculty can order the student to repeat previously approved compulsory coursework before the student is allowed to take the exam in the course.
