Regulations relating to studies and examinations at OsloMet - Oslo Metropolitan University

Chapter 1. General Provisions

§ 1-1. Scope

(1) This regulation applies to studies and examinations at OsloMet. 

(2) For doctoral degree studies, the Regulation concerning the degree of philosophiae doctor (Ph.D.) at OsloMet – Oslo Metropolitan University, including associated regulations, applies. 

(3) For admissions, the Regulation concerning admissions to studies at OsloMet – Oslo Metropolitan University applies. Rules for admission to doctoral degree studies are provided in the Regulation concerning the degree of philosophiae doctor (Ph.D.) at OsloMet – Oslo Metropolitan University. 

(4) If this regulation conflicts with national laws or framework plans, the provisions of the law and framework plan shall apply.

Chapter 2. Degrees and Programs

§ 2-1. Awarding of Degrees

The faculty awards degrees for study programs for which the faculty has academic and administrative responsibility, in accordance with the Regulation concerning degrees and professional education, protected title, and standard study period at universities and university colleges

§ 2-2. Degrees

(1) OsloMet awards the following degrees: 
a. University College Candidatus, standard study period 2 years. 
b. Bachelor, standard study period 3 years. 
c. Master, standard study period 1½–2 years. 
d. Master, standard study period 5 years. 
e. Philosophiae Doctor (Ph.D.), standard study period 3 years. 
f. Primary School Teacher, 1st–7th grade and 5th–10th grade, standard study period 4 years, for students who started before 2017. 
(2) OsloMet offers further education programs based on completed higher education. The university also offers shorter duration studies.

§ 2-3. Bachelor’s Degree

(1) The bachelor's degree is awarded based on an education of 180 ECTS credits in one of the following study paths: 
a. Study program with a scope of 180 ECTS credits according to the program plan for the study. 
b. Integrated education, vocational education, or another study program with a scope of at least 120 ECTS credits, with the addition of courses or course groups totaling 60 ECTS credits, specified in the program plan for the study. For foreign educations or in special cases, the faculty may also approve other combinations of courses than formally defined units of 60 ECTS credits. Such a combination shall then constitute a natural academic unit. 
c. Self-designed bachelor's path, which must consist of a specialization unit of at least 90 ECTS credits and a breadth unit of at least 30 ECTS credits. The two units must be formally defined as completed educations, subjects, course groups, or study programs. The specialization unit must be an integrated education or subject, course group, or other study program offered by the university. The breadth unit must be a subject, course group, or study program. Up to 30 ECTS credits of the remaining studies that are part of the basis for the bachelor's degree may consist of standalone courses or courses from other study programs. 
d. Completed 3 first study years (180 ECTS credits) of the 4-year primary school teacher education according to the regulation concerning framework plans. Completed 3 first study years of the 4-year general teacher education can also form the basis for a bachelor's degree. 
(2) The basis for the bachelor's degree must include an independent work of at least 15 ECTS credits. The work may be of a theoretical, practical, or artistic nature and may be carried out individually or in a group.

§ 2-4. Additional designations for the Bachelor’s Degree

For an obtained bachelor's degree, the degree's academic content (additional designation) is indicated on the diploma as follows:
a.    For a bachelor's degree according to this regulation § 2-3, first paragraph, letter a: either: "Bachelor in designation of field of study or study program according to the program plan", optionally with further indication of specialization, study track, or similar, or "Bachelor – designation of teacher education according to the regulation concerning the framework plan for the relevant teacher education". 
b. For a bachelor's degree according to this regulation § 2-3, first paragraph, letter b: "Bachelor in designation of study program according to the program plan". 

c. For a bachelor's degree according to this regulation § 2-3, letter c: "Bachelor in designation of academic main area that the academic specialization of at least 90 ECTS credits is defined under" as follows: either "Bachelor in Health Sciences" or "Bachelor in Culture and Society" or "Bachelor in Technical Sciences". 

d. For a bachelor's degree according to this regulation § 2-3, first paragraph, letter d: either "Bachelor in Primary School Subjects 1st–7th grade" or "Bachelor in Primary School Subjects 5th–10th grade" when the degree is obtained based on completed 3 first study years of the 4-year primary school teacher education on the respective study track, or "Bachelor in Primary School Teaching Subjects" when the degree is obtained based on completed 3 first study years of the 4-year general teacher education.

§ 2-5. Master's Degree

(1) The general requirements for a master's degree are established in the Regulation of December 1, 2005, No. 1392 concerning requirements for a master's degree. The degree is awarded for: 
a. Master's degree with a scope of 120 ECTS credits. 
b. Integrated master's degree with a scope of 300 ECTS credits. c. Experience-based master's degree with a scope of 90 or 120 ECTS credits. 
(2) In the master's degree according to letter a and c, an independent work, a master's thesis, with a scope of at least 30 ECTS credits must be included. In the master's degree according to letter b, an independent work, a master's thesis, with a scope of at least 20 ECTS credits must be included. 
(3) The independent work, the master's thesis, must be completed as part of the master's program at OsloMet. Degrees awarded in collaboration with other Norwegian or foreign institutions are exempt from this requirement.

§ 2-6. Additional Designation for the Master’s Degree

For an obtained master's degree of a 1½ or 2-year scope, the degree is indicated on the diploma as follows: "Master in designation of study program according to the program plan".

§ 2-7. Additional Designation for the University College Candidatus Degree 

For an obtained university college candidatus degree, the degree is normally indicated as "University College Candidatus in designation of the study program's name " in accordance with the program plan.

§ 2-8. Joint Degrees

(1) For degrees awarded in collaboration with other institutions, the same requirements for content and composition generally apply as elsewhere. 
(2) Exceptions to the attachment requirement according to § 8-2 (5) may be established for joint degrees.

Chapter 3. Studies 

§ 3-1. General Provisions

(1) At OsloMet, studies shall be organized into study programs. 
(2) A program plan and course plan shall be established for all study programs and courses offered at OsloMet. The program plan shall specify which assessments in the study shall be included on the diploma or counted in the grade on the diploma or transcript of records, and which grading expressions shall be used. 
(3) All students admitted to a study program comprising a minimum of 60 ECTS credits or more shall have an educational plan, cf. the Universities and University Colleges Act § 4-2. The educational plan shall be confirmed by the student every semester. Changes to the plan may be made by agreement between OsloMet and the student. 
(4) A course at OsloMet shall normally have a minimum scope of 10 ECTS credits and be divisible by 5.

§ 3-2. Establishment, Modification, and Closure of Study Units 

(1) Changes to the program plan shall not come into effect until the new academic year. Changes to the course plan may come into effect before the new semester. 
(2) In case of significant changes to the course plan after publication, affected students shall be informed at least four weeks before the change takes effect. 
(3) When study units are closed, a transition period shall be determined for teaching and examinations. 
(4) The Rector may establish further guidelines for the closure and establishment of new studies and changes to program and course plans.

§ 3-3. Approval

(1) A previously obtained degree, vocational education, or other study program of three years or more that has awarded a separate diploma from a university college that is now part of OsloMet cannot be converted into a bachelor's degree. A previously awarded librarian degree, main subject candidate degree, or cand.polit. degree from a university college that is now part of OsloMet cannot be converted into a master's degree. 
(2) The faculty decides on applications for academic approval in accordance with the Universities and University Colleges Act. 
(3) The Rector may establish guidelines for the assessment of applications for exemptions from parts of a study program based on documentation of real competence. 
(4) The Rector may establish guidelines for the assessment of applications for academic approval of other higher education where knowledge is documented in ways other than through examination.

§ 3-4. Teaching

(1) The academic year at OsloMet starts in mid-August and ends in late June. The Rector may establish teaching terms. The Rector determines the start date of the semester in the fall. 
(2) Teaching and regular examinations take place within the academic year. 
(3) Internships, the International Summer School, preparatory courses, block-based studies, contract studies, international joint courses, and similar activities may take place outside the academic year.

§ 3-5. Mandatory Activities

(1) Requirements for activities, such as participation in mandatory teaching, submission of assignments, or others, shall be stipulated in the program or course plan. 
(2) A student does not have the right to repeat approved mandatory activities.

§ 3-6. Exchange

(1) During the course of their studies, a student shall have the opportunity to complete parts of their education at foreign educational institutions, as part of their bachelor's and/or master's degree. 
(2) OsloMet may impose additional requirements for all students going on exchange. These requirements may relate to study progression, the student's advancement in their studies, requirements at the receiving institution, or other requirements. 
(3) The institution responsible for assessing suitability may decide that students under special suitability assessment are not allowed to go on exchange.

§ 3-7. Adaption of Study Situation

(1) OsloMet shall provide for students with disabilities and special needs to have equal training and education opportunities. If universal design is insufficient, students with special needs have the right to appropriate individual adaptation of the institution, teaching, learning materials, and examinations. Measures to compensate for disabilities may be of a physical, organizational, or pedagogical nature. 
(2) A student with special needs for adaptation must apply for adaptation of the study situation within specified deadlines. If the need for adaptation arises after the deadline, the application must be submitted as soon as possible after the need arises. Adaptation must not reduce the academic requirements of the respective education and must not impose a disproportionate burden on the institution. 
(3) The Rector may establish further guidelines for the adaptation of the study situation.

§ 3-8. Adaptation for Pregnant Students

(1) A pregnant student has the right to postponed examinations if the examination date falls within the period between three weeks before the due date and six weeks after childbirth. The child's other parent has the right to postponed examinations if the examination date falls within the period between childbirth and two weeks after childbirth, cf. the Universities and University Colleges Act § 4-3d. 
(2) A pregnant student may apply for individual adaptation of the study situation under this regulation § 4-3.

Chapter 4. Right to study and Leave of Absence

§ 4-1. General on the right to study

(1) The right to study is granted through a decision on admission to the program or course.
(2) The right to study is established by accepting the offer of a study place, semester registration, payment of the semester fee, and attendance at the start of the study. Exceptions to the semester fee payment requirement apply to incoming exchange students under OsloMet's exchange agreements.
(3) The right to study ceases when the student withdraws from the program or course in writing, completes the program or course, or due to loss of the right to study, as per § 4-4.

§ 4-2. Study Progression

(1) The student is required to follow the study progression established in the program curriculum. 
(2) If the student is delayed in their studies compared to the standard duration, the right to study is normally retained for up to one additional year. Calculations of this one-year period do not include delayed study start, temporary suspension from the university, and leaves of absence. 
(3) In special cases, the student can apply for extended study progression and changes to their educational plan, cf. this regulation § 3-7.

§ 4-3. Leave of Absence from Studies

(1) The student has the right to leave of absence from studies due to pregnancy, adoption, childcare, military service under the National Defence Act § 17, positions in student political bodies, and other special reasons. Students shall be granted leave of absence as long as the need indicates. 
(2) The student can also, for other reasons, apply for a leave of absence from studies for up to one year. In such cases, the student should: a. have completed a minimum of 30 ECTS credits in the last academic year. b. have completed a minimum of 60 ECTS credits since the last leave of absence. 
(3) A student with an approved leave of absence retains the right to study and the right to take examinations. To be eligible for examinations, the student must be registered for the semester, have paid the semester fee, and meet the conditions for taking examinations according to regulation § 6-3. 
(4) The faculty decides on leave of absence applications.

§ 4-4. Loss of the Right to Study

(1) The student can lose the right to study a program under the following circumstances: 
a. The student has not paid the semester fee or other fees established in accordance with the regulation on self-payment at universities and university colleges. 
b. The student does not fulfill the actions described in § 4-1 paragraph 2, where required. 
c. The student has exceeded the established limit for standard duration, with any additional time, cf. § 4-2 paragraph 2. 
d. The student has not passed or completed exams according to the educational plan in the last academic year, without being on leave of absence. 
e. The student has exhausted the allowed number of attempts for examinations or practical studies according to provisions in the program curriculum and this regulation. 
f. The student has gained admission based on false or falsified documentation. 
(2) The faculty makes decisions regarding the loss of the right to study. The Department of Education can also make decisions regarding the loss of the right to study based on letter a.

Chapter 5. Practical Training

§ 5-1. General Regarding Practical Training

(1) Where practical training is subject to academic evaluation, the student shall receive regular guidance and feedback so that the student is informed about their performance in relation to the requirements for passing the practical training. 
(2) For each practical period, at a minimum, a mid-term evaluation shall be provided, as well as a final evaluation where the student's achievements are assessed with regard to the learning outcomes for the practical period. The student shall receive a copy of the evaluations. 
(3) For practical periods of shorter duration, the mid-term evaluation may be omitted. 
(4) Attendance requirements shall be outlined in the course plan and generally may not be waived due to documented absence.

§ 5-2. Doubts Regarding Student's Passing of Practical Training 

(1) If there is doubt whether the student will pass the practical period, the faculty shall notify the student in writing as early as possible. Further deadlines for such notification may be provided in national framework plans/guidelines for each specific education. The student shall also be offered a conversation at the same time as the notification. 
(2) The notification shall be provided in writing and specify what the student does not master, and which requirements must be fulfilled for the student to pass the practical training.

§ 5-3. Non-Passing of Practical Training

(1) The student may receive a grade of "not passed" after an academic assessment, cf. § 5-1 (1). 
(2) The student may receive a grade of "not passed" without prior written notification if: 
a. the student does not fulfill the requirement for attendance or presence. 
b. the student does not have the opportunity to complete the practical period due to circumstances resulting from the student's own actions. 
c. the student exhibits actions or behaviour towards the end of the practical period that undoubtedly provide grounds for not passing the practical training. 
d. the student's practical period is of shorter duration, cf. § 5-1 (3). 
(3) If there is an academic assessment with a grade of "not passed," a committee appointed by the faculty may confirm or annul the grade.

§ 5-4. Removal from Practical Training 

(1) If a student demonstrates behaviour during practical training that leads the training site to assess that they cannot continue hosting the student, the training site can immediately terminate the practical period. 
(2) The training site shall notify the faculty as soon as possible, providing a recommendation for the final assessment and the basis for the decision. The faculty makes the decision to terminate the practical period, and the student receives a non-passing grade.

§ 5-5. Documented Absence and Rescheduled Practical Training

(1) Students who, due to documented illness or other significant reasons for absence, are unable to complete the practical training can apply to the faculty for deferred practical training. 
(2) Deferred practical training may be granted when feasible with regards to the allocation of practical placements. 
(3) The faculty determines whether students with absences from practical training under the first paragraph must repeat the entire practical period and when deferred practical training can be carried out. 
(4) Students whose practical training is assessed as not passed must repeat the entire practical period the next time it is offered regularly. 
(5) If a student's practical period is annulled due to formal errors, arrangements for a new practical period shall be made as quickly as possible.

§ 5-6. Number of Attempts

(1) Non-passing practical training counts as one attempt. The student is allowed one new practical period if the first one was assessed as "not passed." 
(2) If a newly granted practical period after the first paragraph is assessed as "not passed," the faculty may grant a third and final attempt if there are specific reasons for it.

Chapter 6. Examinations

§ 6-1. General Provisions

(1) In this chapter, the term "examination" refers to an assessment that will appear on a diploma or transcript. Separate provisions apply to the assessment of practical training, see this regulation Chapter 5. 
(2) The form of examination and permitted aids for the examination shall be specified in the course plan. 
(3) Deferred examination refers to assessment arranged for students who have had documented absence during the regular examination according to this regulation § 6-6 (2). 
(4) New examination refers to assessment arranged for students who have completed but not passed the regular examination. 
(5) The Rector may establish detailed guidelines for the conduct of examinations.

§ 6-2. Conduct of Examinations

(1) The language of instruction and assignments at OsloMet is Norwegian, unless otherwise specified in the program plan or course plan. The program plan or course plan may specify provisions for the use of English or other languages in examination questions and responses. 
(2) For all forms of examination, the submission of answers shall be done in the manner and within the time specified. 
(3) The Rector may establish detailed guidelines for the conduct of examinations.

§ 6-3. Registration for Examination

(1) Registration for regular examination shall be done according to specified deadlines. 
(2) Separate deadlines apply for registration for new and deferred examinations. 
(3) The student is responsible for verifying the accuracy of their examination registration in Studentweb. 
(4) The course plan may specify prerequisite requirements that must be met for a student to be eligible to register for examination in a course. The requirement must be justified academically.

§ 6-4. Conditions for Taking Examination

(1) Conditions for taking an examination shall be specified in the course plan. Requirements such as assignments, compulsory activities, attendance, or completed practical training may be stipulated as prerequisites for taking an examination. 

(2) Students who have not paid the semester fee according to the regulation on student welfare organizations, or other fees stipulated in accordance with the regulation on self-financing at universities and colleges, by the deadline have no right to take an examination.

§ 6-5. External Candidate

(1) Individuals who meet the admission requirements and other conditions for taking an examination, but who are not enrolled at OsloMet, may apply to the faculty for permission to take the examination in a course as an external candidate. 
(2) The rights of external candidates are limited to taking the examination in the respective course. External candidates shall be given access to instructional materials published for regular students in the course. 
(3) External candidates shall pay the semester fee and examination fee by the specified deadlines in accordance with guidelines for self-financing at OsloMet. 
(4) A student enrolled at OsloMet shall not pay an examination fee when taking an examination in a course from another program than the one they are enrolled in. 
(5) A student who has exhausted their examination attempts is not eligible to take an examination as an external candidate in the same course.

§ 6-6. Withdrawal, Withdrawal, and Absence from Examination 

(1) The deadline for withdrawal from an examination is 14 days before the examination date and must be done by the student themselves in Studentweb. 
(2) If a student is prevented from attending an examination or has to interrupt an examination before the submission deadline due to illness or other significant reasons for absence, the examination may be postponed, and it will not be counted as an examination attempt. Documentation of the absence must be submitted to the faculty no later than one week after the examination date. 
(3) If a student does not attend an examination, it will be counted as one attempt. 
(4) If a student withdraws during the examination or does not submit by the deadline, it will be counted as one attempt.

§ 6-7. New and Deferred Examination 

(1) New and deferred examinations are arranged for students with documented absence from an examination according to § 6-6 (2), or who have failed the examination. 
(2) New and deferred examinations shall be arranged within a reasonable time after the regular examination. 
(3) For subjects or courses that cease to exist, the following applies: If after new or deferred examinations there are still students who have not passed or have documented absence, a third and final examination may be arranged upon application. Such third examination shall be arranged within one year after the last regular examination.

§ 6-8. Accommodations for Examinations

(1) Students may apply for accommodations for examinations within specified deadlines. The application must be documented and provide a description of the disability and the need for accommodations. 
(2) If the need for accommodations arises after the application deadline, a documented application must be submitted as soon as possible. 
(3) Accommodations shall compensate for the disadvantages that the student faces during the examination. The accommodations shall not provide the student with an advantage in the examination situation and shall not lead to a reduction of academic requirements. 
(4) The Rector may establish detailed guidelines for the accommodation of examinations at OsloMet.

§ 6-9. Number of Examination Attempts 

(1) It is not permitted to take an examination in the same course more than 3 times. 
(2) Upon application, the student may, in special cases, be granted a fourth examination attempt. 
(3) A fourth examination attempt will not be granted if the student has passed the course. 
(4) A student who has been assessed "not passed" on a master's thesis may submit a new or revised master's thesis once. It is not possible to submit a new or revised master's thesis in the same program if the original submission was assessed as passed. 
(5) Students in the Master of Economics and Administration program, with a specialization in accounting and auditing, who have been assessed a grade of D or E on their master's thesis, may submit a new master's thesis on a new basis once. 
(6) A student who receives a "not passed" on a bachelor's project, major project, or other substantial assignment worth 10 ECTS credits or more, with a self-formulated problem, may, unless otherwise stipulated in the program plan, submit a revised version for assessment once. 
(7) Submission of a revised version of practice-related assignments worth less than 10 ECTS credits with a grade of "not passed" is permissible if changing the problem requires repeating the practical period. 
(8) For students who have been absent from a study program for three years and have been readmitted to the same study program, the program restarts with new examination and practical attempts. For students who have been absent from the program for less than three years and have been readmitted to the same study program, previous examination and practical attempts count.

Chapter 7. Grading, Complaints, and Cheating 

§ 7-1. General Provisions

(1) Grading shall be conducted in accordance with the provisions of the Universities and University Colleges Act. 
(2) For master's theses, grading must be completed within six weeks after the submission deadline. 
(3) The identity of the candidate shall, to the extent possible, be kept confidential from the examiner in written examinations. 
(4) A candidate who has submitted their examination response cannot evade grading. 
(5) The use of examiners shall be specified in the course description in the program plan. 
(6) If there is a disagreement about the determination of a grade, a new examiner shall be appointed to make the decision. 
(7) The Rector shall establish guidelines for the appointment and use of examiners.

§ 7-2. Right to Explanation

The student has the right to an explanation for the determination of their grade in accordance with the provisions of the Universities and University Colleges Act. The faculty shall decide whether the explanation should be provided orally or in writing.

§ 7-3. Complaint about a Grade 

(1) The student may complain about the determination of a grade in accordance with the provisions of the Universities and University Colleges Act. 
(2) In the case of continuous assessment, the course plan shall specify when a complaint can be submitted. 
(3) Grading in group examinations may be individually appealed. If the grade is changed based on the complaint, the change shall apply only to the student who lodged the complaint. 
(4) The decision on the complaint shall be made within four weeks from the expiry of the complaint deadline.

§ 7-4. Complaint about Formal Errors 

The student may complain about formal errors in accordance with the provisions of the Universities and University Colleges Act.

§ 7-5. Cheating

(1) Cheating in examinations may result in expulsion and annulment of the examination. 
(2) Acts constituting cheating or attempted cheating include, among others: 
a. having unauthorized aids available during an examination 
b. presenting someone else's work as one's own 
c. quoting or reusing one's own previously submitted work without adequate source references 
d. quoting or using sources in other ways without adequate source references 
e. illegal collaboration with others 
f. acting contrary to current guidelines or regulations for the respective examination 
g. assisting in cheating. 

(3) In cases of suspected cheating, the faculty may withhold grading until the matter is resolved. The student is not allowed to retake the examination in the course until the matter is resolved. 
(4) When the case is referred to the Student Affairs Committee at OsloMet, the student has the right, under the Universities and University Colleges Act, to be assisted by a lawyer or another representative covered by OsloMet. 
(5) The annulment of an examination due to cheating counts as one attempt, see this regulation § 6-9. 
(6) The Rector may provide further guidelines for the handling of cases of cheating and attempted cheating.

8. Diplomas and Final Documentation 

§ 8-1. General Provisions

(1) The faculty issues diplomas. 
(2) Diplomas are issued when the student has completed their degree. At the same time, a Diploma Supplement shall be issued. 
(3) Diplomas and Diploma Supplements are published in the diploma portal. 
(4) Paper diplomas may be issued upon request or when it is impractical to issue a digital diploma. 
(5) Duplicates of previous paper diplomas will be issued digitally in the diploma portal. 
(6) Diplomas for self-designed bachelor's programs can be issued upon application to the faculty. 
(7) Further education, studies of smaller scope, incomplete degree studies, or vocational education are documented through a transcript of records.

§ 8-2. Affiliation Requirement for Issuing Diplomas 

(1) For the issuance of diplomas for completed degrees or vocational education, a minimum of 60 ECTS credits that are part of the degree must be completed at OsloMet. 
(2) For credit recognition of education that has previously been included in the calculation basis for a previously awarded degree or as part of a degree or vocational education, the student must additionally complete a minimum of 60 new ECTS credits at OsloMet before a new degree can be awarded by OsloMet. 
(3) For a new master's degree, the new ECTS credits must include a different master's thesis than the one that was part of the basis for the previously awarded master's degree. 
(4) Exceptions from the affiliation requirement can be made for master's programs in health and social sciences that are based on curriculum-controlled further education within the same field, meaning that curriculum-controlled further education in the same field can be approved as part of the degree. 
(5) Exceptions from the affiliation requirement may be established for joint degrees under § 2-8.

Chapter 9. Supplementary provisions and Effective Date

§ 9-1. Guidelines and supplementary provisions

The Education Committee at OsloMet may establish guidelines and supplementary provisions within the framework of this regulation.

§ 9-2. Effective Date

This regulation enters into force on August 1, 2023. As of the same date, Regulation No. 718 of June 26, 2012, regarding studies and examinations at OsloMet - Oslo Metropolitan University, is repealed.
