Approved by the Board of Oslo and Akershus University College of Applied Sciences 8 December 2011 in accordance with Act of 1 April 2005 no. 15 Relating to Universities and University Colleges, § 3-6 og § 3-7 and National Regulations of 31 January 2007 no. 173 Relating to Admission to Higher Education, § 1-1 subsection four.
§ 1. Scope and extent
(1) These regulations apply to admission to studies that are not included in the National Regulations Relating to Admission to Higher Education and in Regulations Relating to Admission to Master’s Degree Programmes at Oslo and Akershus University College of Applied Sciences.
§ 2. Minimum requirements for admission
(1) For study programmes regulated by a National Curriculum, the admission requirements stated in the National Curriculum Regulations or the Curriculum apply.
(2) For study programmes not regulated by a National Curriculum, the admission requirements in the programme description apply.
(3) Applicants with an education from a country outside the Nordic countries must document that they meet the requirements for Norwegian and English language proficiency in accordance with the National Regulations Relating to Admission to Higher Education. The requirement for proficiency in Norwegian does not apply if both the obligatory parts of the programme and the relevant specialisation course are conducted entirely in English.
§ 3. Ranking of applicants for admission to study programmes that require the Higher Education Entrance Qualification
For study programmes with the Higher Education Entrance Qualification as admission requirement, the applicants are ranked in accordance with the National Regulations Relating to Admission to Higher Education.
§ 4. Ranking of applicants applicable to point calculation
(1) If there are more qualified applicants than there are number of places, the applicants are ranked on the basis of achieved competitive points.
(2) Up to 50 % of the places may be allocated applicants solely competing on grade point average. The actual percentage is stipulated in the curriculum or programme description.
(3) Competitive points are defined as the total of:
a) points for education forming the academic requirement for admission – grade point average
b) points for relevant higher education beyond the minimum requirement – additional points for education
c) points for relevant vocational experience beyond the minimum requirement – additional points for vocational experience
(4) In cases where applicants have the same total number of points, older applicants are ranked first.
(5) The curriculum or programme description may stipulate whether the underrepresented gender shall be given first priority in cases where applicants have the same total number of points.
(6) In cases where there are several possible grounds for ranking the applicants, the points shall be calculated in a way that will give the most favourable result for the applicant.
§ 5. Calculation of grade point average
(1) The following numerical values shall be used for alphabetical grades: A = 10 points, B = 8 points, C = 6 points, D = 4 points, E = 2 points.
(2) The following numerical values shall be used for numerical grades:1,0 – 2,1 = 10 points, 2,2 – 2,5 = 8 points, 2,6 – 2,7 = 6 points, 2,8 – 3,0 = 4 points, 3,1 – 4,0 = 2 points
(3) The following numerical values shall be used for numerical grades when the academic requirement for admission is within the fields of Technology, Natural Sciences and equivalent: 1,0 –1,5 = 10 points, 1,6 – 2,1 = 8 points, 2,2 – 2,7 = 6 points, 2,8 – 3,4 = 4 points, 3,5 – 4,0 = 2 points.
(4) The following numerical value shall be used for the grade Pass: 6 points.
(5) For study programmes where many of the applicants have a different grading scale than the ones mentioned above, the University College Director may stipulate a separate table for assigning points for this group.
§ 6. Calculation of additional points
(1) 1 (one) additional point may be awarded for each completed and passed academic year (60 ECTS credits) of relevant education beyond the minimum requirement for admission, not exceeding 3 points. 0,5 additional points may be awarded for completed and passed relevant subjects, courses or course groups totalling to at least 30 ECTS credits.
(2) 1 (one) additional point may be awarded per year for relevant vocational experience beyond the minimum requirement for admission, not exceeding 5 points. Vocational experience conducted on part time will be converted and calculated in relation to fulltime vocational experience. The vocational experience must have been conducted after the completion of a bachelor’s degree or similar.
(3) If compelling reasons exist, the curriculum or programme description may stipulate other additional points.
§ 7. Ranking of applicants not applicable for point calculation
Applicants who are not applicable for point calculation in accordance with these regulations and applicants with prior learning and work experience as part of the basis for admission, shall be ranked on the basis of a general and discretionary assessment of whether the applicant has equal qualifications with applicants granted admission on the basis of point calculation in accordance with, § 4.
§ 8. Special assessment
Exceptions from the ranking rules may be made when reasons for special assessment exist. The basis for admission by special assessment may be that the applicant has another mother tongue than Norwegian, is physically disabled, illness or that other specific factors exist that may give reasons to presume that the applicant’s grade point average is a misrepresentation of his/her qualifications.
§ 9. Deadline for submission of application. Forwarding of documentation
(1) Ordinary application deadline for admission to the autumn semester is 1 March. Deadline for admission to the spring semester is 1 September. In special cases, the Faculty Board may determine an alternative deadline for certain study programmes.
(2) All education, vocational experience and other factors which shall provide a basis for admission must be documented within the deadline for application. Results that are to be included in the basis for admission, but which are not available until after the application deadline, may be forwarded.
(3) Documentation of examinations and vocational experience that are conducted after the application deadline shall be taken into consideration in the processing of the application, as far as this is practically possible.
§ 10. Reserved place
Reservation of places may be granted to applicants who are qualified for admission and who without doubt would have been granted admission at last year’s admission.
§ 11. Postponement of admission
Granted admission may be postponed until the next year if compelling reasons exist. Further postponement will normally not be granted.
§ 12. Conditional offer of admission
The University College may on further consideration grant conditional offer of admission when an applicant lacks part(s) of the basis for admission, provided that the applicant qualifies before the study programme commences.
§ 13. Cancellation of a study programme
Even when there are qualified applicants, a study programme can be cancelled if there are not enough applicants or academic or economic resources to offer an adequate education.
§ 14. Admissions committee
The Faculty Board appoints admissions committee(s) that will make the final decision on admission.
§ 15. Coming into force
These regulations come into force 1 January 2012 and apply from the admission for the academic year 2012–2013. At the same time the Regulations of 5 October 2007 no. 1849 Relating to Local Admission at Oslo University College and Regulations of 31 January 2007 no. 221 Relating to Admission to Studies at Akershus University College are repealed.
