Requirements for assessment and recognition of foreign higher education

  • The education must be officially recognised or accredited as higher education (university/university college level) in the country of origin, and the institution itself must be officially recognised and accredited.
  • The education must be at the same level as Norwegian higher education, i.e. at a level above the general minimum requirements for admission to universities and university colleges in Norway ("generell studiekompetanse"). Substantial differences between the education systems in Norway and the country providing the education may result in only certain components of the foreign university/university college education being recognised as equivalent to Norwegian higher education. The so-called GSU list has been compiled to provide a guide as to whether or not foreign qualifications will be recognised in full. As the list indicates, applicants with education from certain countries in Africa, Asia, Central and South America, countries in the former Soviet Union, and the United States of America must have completed one or two years of university education in addition to their secondary school to meet the minimum admission requirements. University education from these countries exceeding the one or two years indicated in the GSU list, is normally recognised according to the principle of time parity ("tid-for-tid-prinsippet"), please see below.
  • Oslo Metropolitan University only assesses and recognises foreign higher education within the same/corresponding subject areas as degrees and education provided by OsloMet.
  • In order to be recognised according to the principle of time parity (one year’s nominal full-time study in the country providing the education, is equivalent to one year’s full-time study in Norway/60 credits), the foreign education must constitute a full credit load. Part-time studies or studies constituting less than full credit load, will be recognised accordingly.

The foreign education must be well documented (documentation requirements)

  • Your higher education degree certificate/diploma and transcript of academic records (index/mark sheet/relevé de notes) are necessary documents, but normally not sufficient for a specific recognition, as we need to look into each of the subjects/courses in your education and compare them to the subjects/courses in the corresponding education provided by OUC. We therefore ask you to submit course descriptions/curricula and reading lists, showing the contents, extent and level of each of the subjects/courses which constitute your degree/education.
  • As verification of identity, please enclose a certified copy of the personal information pages (incl. photo) of your passport.
  • If you have changed your name, or if it is written differently in any of the documents, you must document the change(s) with a certified copy of your marriage certificate, or with a certificate from the County Governor ("fylkesmannen") or the Norwegian national population register ("folkeregisteret"). Use the same mode of spelling of your name on all subsequent occasions.

In addition, we ask you to submit as much as possible of the following documentation

  • General information about your degree/education and your higher education institution, incl. information about the degree system and admission requirements.
  • Explanation of the marking (grading) system.
  • Explanation of the credit system.
  • Written assignments/papers/essays from relevant classes/courses, seminars, laboratory work, project work, and/or final examinations, and more extensive written assignments, e.g. dissertations or theses. Please make a resumé of your written assignments in either Norwegian or one of the other Scandinavian languages or English.
  • Your higher education institution should verify that the information refers to your education at the actual time, and not of an earlier or later period. If possible, enclose an official university catalogue or student handbook from your student days.

Requirements regarding documents and copies

  • For information about the documentation requirements  (information will follow soon).
  • Your diploma/certificate and transcript of academic records must be submitted both in the original language and in a translation to either Norwegian or one of the other Scandinavian languages or English. The translations must be made by a state/government authorised translator. A list of state/government authorised translators in Norway is found on the web site http://www.translatorportalen.com/. If possible, your additional documentation should also be submitted in both the original language and a translation to one of the languages mentioned.
  • All copies must be officially certified as true copies of the originals on every page (incl. back pages). An official stamp with the date and a fully readable signature is required. In general, OsloMet only accepts attestation by a Norwegian public administration authority, i.e. attestation by an executive officer in a state, county or municipal agency (e.g. an educational institution, the police, the Notary Public, etc.). Copies of certified copies will not be accepted.
  • From certain countries (see the guide to the application form) you must make a request to your university/college to send your transcript of academic records (index/mark sheet/relevé de notes) directly  to OsloMet. Before making your request, make sure you know at which faculty at OsloMet your application will be processed, as it is important that your transcript is sent to the right address at OsloMet (see "Where to send the application"). Also, it may be a good idea to contact the faculty on beforehand.
